Human Services Programs of Carroll County, Inc. is THE Community Action Agency for Carroll County, Maryland. Our mission is to give HOPE, inspire CHANGE, and provide OPPORTUNITY by mobilizing our community in the fight against poverty.   HSP achieves this mission through four core program areas;  Emergency & Prevention offers financial support to maintain or secure housing and/or essential utilities; Carroll County Family Center provides support services for expectant parents and parents with children under age four; Shelter and Housing provides basic shelter and assists with transition into permanent housing; Workforce Development includes support services, financial education, Second Chances free store, Volunteer Income Tax Assistance (VITA) and our Community Garden.
