Carroll County Youth Service Bureau (CCYSB) is seeking a Human Resource Manager to join our multi-disciplinary non-profit behavioral health agency serving youth, families, and adults in Carroll County. 

The Human Resources Manager is responsible for providing overall human resources administration. CCYSB is a CARF-accredited, private, non-profit organization that has provided outpatient mental health services in Carroll County since 1972. CCYSB has grown into an agency that commits itself to providing a full continuum of mental health and substance use services for children, families, and adults in Carroll County. CCYSB is seeking a full-time Human Resources Manager whose goal is ultimately to foster a healthy workplace by ensuring our HR procedures run smoothly at all times. 

 

Position Details: 

  1. Manage the recruiting process from initial advertising/posting to reference checks
  2. Create, maintain, and update, as appropriate, new employee forms 
  3. Ensure all employee personnel files are maintained/up-to-date and in compliance with the requirements of regulatory agencies. 
  4. Ensure compliance with employment laws 
  5. Development and/or update of human resources related policies and procedures. 
  6. Coordinate and conduct new employee on-boarding 
  7. Ensure all employee professional licenses are current 
  8. Serve as point of contact for employees regarding HR related information and questions including, but not limited to benefits, policies/procedures and personnel issues 
  9. Maintain organizational charts and job descriptions, for all staff 
  10. Prepare and review compensation and benefits packages 
  11. Coordinate and manage the Benefits Open Enrollment 
  12. Administer health and life insurance programs 
  13. Schedule employee 403(b) education seminars as needed 
  14. Plan performance review sessions 
  15. Forecast hiring needs and ensure recruitment process runs smoothly 
  16. Must participate and successfully complete a variety of training which may include HIPAA, Corporate Compliance/Ethics, Consumer Rights, Infection Control, First Aid/CPR and other training as requested. 
  17. Other duties as assigned.

 

Knowledge and Skills Required:

  • Bachelor’s degree in human resources, business management, business administration or similar field 
  • Minimum three years proven work experience in a HR leadership position preferred. 
  • Knowledge of principles and best practices of human resources management and federal and state employment law 
  • Experience and comfort with technology, including programs such as Office 365, Paylocity, email and internet 
  • Excellent verbal and written communication skills 
  • Strong understanding of the principles of professionalism, ethics, and compliance; including integrity, accountability, transparency, and respect 
  • Ability to use initiative and judgment in scope of designated responsibilities to ensure that matters requiring attention are appropriately handled or delegated 
  • Ability to conduct oneself as a team member through use of collegial words and actions that support co-workers and Carroll County Youth Service Bureau philosophy, mission and vision 
  • Experience marketing and negotiating annual health benefits renewals with insurance carriers preferred but not required 

 

Salary Range: $65,000

 

Hours: 40/week
